Energy Master Planning and Consulting Services

The Dormitory Authority State of New York (“DASNY”) is seeking Expressions of Interests (“EOI”) from qualified firms to provide a variety of energy consulting and related services, including energy master planning, consulting, and management services. DASNY reserves the right to assign work at a programmatic client level or as facility specific assignments. 

It is anticipated that services to be performed will include, but are not limited to:

• Preliminary energy analysis and benchmarking 
• Campus/facility energy assessment (ASHRAE Level I, Level II, and Level III) 
• Energy conservation measures (ECMs) analysis and planning
• Infrastructure renewal projects (IRs) analysis and planning
• Energy supply, reliability, and security analysis and planning
• Efficient Electrification planning at building and energy system (campus/community/district) levels
• Metering, Sub-metering and Energy Management System planning and management
• Operation & Maintenance (O&M) planning, analysis, tracking, management, and technical support such as training, SOP (standard operating procedures) development, etc.    
• Utilities tracking and reporting
• Utility use analysis, EUI (energy use index) goal setting and reporting  
• Funding and implementation schedule analysis, planning, and management 
• Identifying and recommending strategies to provide measures and develop procedures that will reduce energy consumption and carbon emissions, and potentially reduce related costs; ASHRAE Level I, or II Energy Audits as applicable
• Analysis of fuel sources with the intent to support state goals for aggressively reduced Greenhouse Gas (GHG) emissions under the Climate Leadership and Community Protection Act (inclusive of renewable energy on-site and renewable energy purchasing strategies)
• Review and evaluate utility costs
• Evaluation of mechanical and electrical systems specifications and efficiencies
• Air permitting assistance and evaluation of compliance with applicable EPA and NYSDEC regulations
• NYSERDA grant and program opportunity notices application and administration
• NY State Executive Order and NYC Local Law compliance activities including, but not limited to benchmarking, energy audits, energy use verification-documentation and reporting, planning, O&M planning, and implementation planning
• Energy Efficiency Program activities including, but not limited to energy program administration, energy and carbon cost analysis and budgeting, planning, supply side management, demand side management including support of ventilation and air quality goals for occupant health and comprehensive energy program technical support 
• System-wide and campus energy master planning
• Annual and/or monthly campus specific energy reporting against the baseline initiatives established with the energy master plan
• Database Management, including updates monthly reflecting account numbers, meter numbers, service addresses, building served and vendor information
• Supply Side Management:
  • Procurement Strategies to support all energy initiatives.
  • Utility Bill Audits / Tariff Reviews
  • Energy Rebates / Reimbursements
• Demand Side Management
  • Energy Consumption Monitoring
  • Support Facility Operation & Maintenance
  • Demand Response Programs that develop and implement demand reduction and demand response strategies in balance with established occupant health and productivity goals.

Interested firms must: (1) have previous experience in the conduct and delivery of energy master planning and efficiency programs and related consulting services, particularly in institutional settings; (2) have extensive energy evaluation and assessment experience; (3) employ experienced staff with thorough knowledge of their area(s) of expertise; (4) have the capability to offer a comprehensive, strategic and integrated set of services to DASNY and its Clients, and a commitment of skilled staff resources to the program.

DASNY contributes to the economic development of New York State by assisting and supporting Minority and Women Owned Business Enterprises (MWBEs) and Service-Disabled Veteran-Owned Businesses (SDVOB) through its procurement process. As part of this EOI, and consistent with Article 15-A and 17-B of the Executive Laws, DASNY encourages all firms to consider submitting proposals that utilize partnerships, joint ventures or other similar arrangements with a New York State certified MWBE/SDVOB firm on this contract. Firms interested in responding to this solicitation must submit one (1) electronic copy of their EOI Response via PDF to the contact noted below no later than 3:00 pm on January 7, 2022. EOI responses shall be limited to fifty (50) pages, any pages thereafter will not be considered. EOI’s received after this date will not be considered. EOI’s must include the following information in the same tab order as described below:

Tab 1   Provide a cover letter with your firm’s name, address, and telephone number along with the name, title, telephone number and email addresses of the individual within the firm who will be DASNY’s primary contact for this EOI.

Tab 2 Provide a description of your firm’s organization, experience, and team makeup, including both subconsultants and specialty subconsultants.  Provide the resumes of all partners, principals, associates, and other key staff proposed to provide services to DASNY, with emphasis placed on experience with energy related services.

Tab 3 Provide up to five (5) project/program examples of your firm’s experience providing similar services for comparable projects/programs of similar size, scope, and complexity. For each example provide: the project’s official name, client, location and completion date, project description, overall project value, firm roles and responsibilities, scope of work, the value of the work performed by your firm, consultants, and specialty subconsultants.  Include a summary of the services provided.

Tab 4 Provide a narrative describing how your firm is qualified to provide the services described above.  Include any additional information regarding your firm’s competencies and capabilities with respect to providing energy related consulting services. This tab shall be limited to no more than five (5) pages.

Tab 5 Please note that while no final determination has been made at this stage, the aspirational goals for the engagement are 11% MBE, 7% WBE and 2% SDVOB. The goals refer to the percentage of utilization of your M/WBE and SDVOB sub-consultants.  Explain your firm’s anticipated approach to maximizing M/WBE and SDVOB participation and provide summaries showing your firm’s and your subconsultants performance meeting M/WBE and SDVOB goals on past projects/programs. 

Tab 6 Pursuant to Executive Order No. 170.1 – Uniform Guidelines for Responsibility Determinations, Executive Order No. 125 – NYS Vendor Responsibility Questionnaire and Executive Order No. 192 – Continuing Vendor Integrity, DASNY may only award a contract to a responsible proposer. A responsible proposer must have the integrity to justify the award of public dollars and the capacity to perform the requirements of the contract fully. The proposer must file a vendor responsibility questionnaire with DASNY. The questionnaire provides the proposer an opportunity to self-disclose any issues and provide necessary information, which DASNY will use as part of its determination. Complete the NYS Vendor Responsibility Questionnaire online at https://www.osc.state.ny.us/state-vendors/vendrep/file-your-vendor-responsibility-questionnaire and submit a copy of the certification page to DASNY. 

In accordance with New York State Procurement Lobbying Law § 139-j and § 139-k of the New York State Finance Law, this solicitation includes and imposes certain restrictions on communications between DASNY personnel and a proposer during the procurement process.  The Designated Representative for this procurement is Kelly Whitbeck (phone: 518-257-3148, email: [email protected]). Contacts made to other DASNY personnel regarding this procurement may disqualify the proposer and affect future procurements with governmental entities in the State of New York.  Please refer to DASNY’s website (www.dasny.org) for DASNY policy and procedures regarding this law, or the OGS website (www.ogs.state.ny.us) for more information about this law. All proposers, domestic and foreign, must be in compliance with New York State business registration requirements. Contact the NYS Department of State regarding compliance.  Proposals must be submitted in the full legal name of the proposer, or the full legal name plus a registered assumed name of the proposer, if any.

Based on the information received, the firms deemed qualified by review of their respective EOI’s will be short-listed and issued a request for proposal (RFP).  Once selected, the short-listed firms will be posted on DASNY’s website. It is DASNY’s intent to select multiple firms as a result of this selection process.
