The Dormitory Authority - State of New York is seeking Expressions of Interest (EOI's) from Construction Managers (at Risk) to provide Professional Construction Management-at-Risk (CM @ Risk) services for the renovation of SUNY New Paltz - Deyo Hall located at 1 Hawk Drive New Paltz, New York. The campus is considering having the need for CM @ Risk services to be provided for a similar renovation at Dubois Hall at a future date. The firm selected will receive a contract for the first phase (Deyo Hall) and the possibility of providing the CM @ Risk services for the additional phase (Dubois Hall).
The scope of CM @ Risk services for Deyo Hall will include limited pre-construction services, full construction services and full closeout phase services. The scope of the project will be to renovate an existing 49,400 square foot dormitory with a concrete structural system, brick veneer exterior, and copper mansard and membrane roofing system. This project includes the renovation of the existing 3 story Residence Hall, the addition of a 4th floor, and a new steel framed attic with sloped metal roof. Entrance Vestibule and bicycle canopy additions will also be constructed. The interior renovations will include the reconfiguration of spaces and installation of floor, wall and ceiling finishes throughout. New mechanical, electrical, plumbing, and fire protection systems will also be provided. Work includes but is not limited to the following in this project: Asbestos abatement, site work including drainage, sewage, supply and distribution, site improvements including roadways, parking lots, site distribution, site development furnishings and equipment, landscaping, selective demolition, concrete work including foundations, footings, foundation walls, and slabs on grade, below grade building construction including excavation, backfill, thermal and moisture protection, exterior enclosures including roofs, walls, doors, windows (at new 4th Floor and mechanical mezzanine) and louvers, interior construction including partitions, doors, interior glazed openings and fittings, fire protection specialties, stairs including the stair structure and railings for new 5 story staircase, interior finishes including carpentry, architectural woodwork, and built-in casework, new elevator, fire protection, plumbing, HVAC including controls, instrumentation, and building automation system, electrical including fire alarm, detection systems, communications and security. Estimated construction cost range of this project is between $22 million and $23 million.
Construction will be scheduled to start in June 2019 with substantial completion in June of 2020. The total square footage of the completed building including the new floor and attic space will be 63,000 square feet.
Interested firms must possess substantial experience in: (1) providing Construction Manager-at-Risk services with projects of similar size, scope and complexity, and duration; in particular, residence hall construction and renovation (2) employing experienced staff with thorough knowledge of their area(s) of expertise; (3) managing complex projects and delivering projects within a tight construction schedule; and (4) working knowledge of the United States Green Building Council (USGBC) LEED rating system, specifically for projects which have received LEED certification.
Firms interested in responding to this solicitation must submit one (1) electronic copy of an Expression of Interest (EOI) to the contact noted below no later than 5:00 pm on November 29, 2018 December 4, 2018. EOI’s received after this date will not be considered. EOI's must include the following information in the same tab order as described below:
Tab1: Provide a cover letter with your firm’s name, address, and telephone number along the name, title, telephone number, and email address of the individual within the firm who will be DASNY’s primary contact concerning this EOI.
Tab 2: Provide five (5) projects your firm completed or substantially completed, within the last ten (10) years in a CM-at-Risk capacity with the same or similar size and complexity as this project. For each project provide: the project location, a brief description of the project, the total cost of construction, and the start and completion dates of the projects.
Tab 3: Provide three (3) references from three (3) separate projects with contact information and phone numbers.
Tab 4: Provide three (3) sample project schedules (8 1/2 x 11 paper) that were utilized on previous CM construction projects.
Tab 5: Provide the Table of Contents of your firm’s written Safety Program.
Tab 6: Provide your firm’s Experience Modification Rate (EMR)-Worker’s Compensation Board claim rating.
Tab 7: Provide a letter from your firm’s bonding company indicating your firm’s single and aggregate bonding capacity.
Tab 8: Provide your firm’s proposed project team including resumes for each team member.
Tab 9: Provide a list of potential subcontractors by discipline.
