The Dormitory Authority, State of New York is seeking Expressions of Interest from Construction Managers, at Risk (CMR) for bathroom renovations at the State University of New York at Oswego, Funnelle Hall. The campus is considering having the need for the same CMR services to be provided for bathroom renovations at Seneca Hall at a future date. The firm selected will receive a contract for the first phase and the possibility of providing the same services for the additional phase. Services required include; pre-construction, construction, and project close out. Three separate contracts will be issued to complete the scope of services; preconstruction services, general conditions and construction services.
For the bathroom renovations slated for Funnelle Hall, the scope of work includes, but is not limited to, hazardous material abatement, demolition of interior finishes and partitions within the existing building, replacement of plumbing systems, equipment and fixtures, installation of a new makeup air unit, and installation of a fire protection system that will be charged at a later date. The project design is being performed by a separate firm contracted with the Dormitory Authority. The CMR will establish a Guaranteed Maximum Price (GMP) for the construction phase and will be responsible to hold all construction subcontracts. The estimated construction budget for this phase is $8-10 million. The construction completion for Funnelle Hall is scheduled for July 15, 2020.
Interested firms must have recent experience in: 1) Providing Construction Manager-at-Risk services on projects of similar size, scope, and complexity. 2) Working knowledge of the United States Green Building Council (USGBC) LEED rating system, specifically for projects which have received LEED certification. 3) Working knowledge of Building Information Modeling (BIM).
It is the goal of the Authority to encourage participation by qualified certified Minority and Woman-Owned Business Enterprise (MWBE) firms.
Please note that while no final determination has been made at this stage, the aspirational goals for the proposed contract are 30% Minority and Women Owned Business (M/WBE) and 6% SDVOB. The breakdown of the percentages for MBE and WBE goals for this project will be included in the Request for Proposal (RFP).
Firms interested in responding to this solicitation must submit eight (8) copies of an Expression of Interest (EOI) to the contact noted below no later than 5:00 pm on November 30, 2018. EOI’s received after this date will not be considered. Expressions of Interest must include the following information in the same tab order as described below:
Tab1 Provide a cover letter with your firm’s name, address, and telephone number along the name, title, telephone number, and email address of the individual within the firm who will be the primary contact concerning this EOI.
Tab 2 Provide five (5) projects your firm completed or substantially completed, within the last ten (10) years in a CM-at-Risk capacity with the same or similar size and complexity as this project. For each project provide: the project location, a brief description of the project, the total cost of construction, and the dates of the project.
Tab 3 Provide three (3) references from three (3) separate projects with contact information and phone numbers.
Tab 4 Provide three (3) sample project schedules (8 1/2 x 11 paper) that were utilized on previous construction projects.
Tab 5 Provide the Table of Contents of your firms written Safety Program.
Tab 6 Provide your Experience Modification Rate (EMR)-Workers Compensation Board claim rating.
Tab 7 Provide three (3) samples of US Green Building Council - LEED construction projects with a review of the documentation and recording for the construction phase of the projects.
Tab 8 Provide standard SF 330 Forms.
Based on the information received, firms deemed qualified by review of their EOI will be short listed and issued a Request for Proposal (RFP). Once selected the short listed firms will be posted on DASNY website at www.dasny.org / Procurement / Professional Services / Opportunities / RFP Recipients (Short List).
In accordance with State Finance Law § 139-j and § 139-k, this solicitation includes and imposes certain restrictions on communications between Dormitory Authority personnel and an Offerer during the procurement process. Contacts made to other Dormitory Authority personnel regarding this procurement may disqualify the Offerer and affect future procurements with governmental entities in the State of New York. All proposers, domestic and foreign, must be in compliance with New York State business registration requirements. Contact the NYS Department of State regarding compliance. In addition, business entities proposing to provide professional engineering services must obtain a Certificate of Authorization to Provide Engineering Services in New York State from the State Education Department. Proposals must be submitted in the full legal name of the proposer, or the full legal name plus a registered assumed name of the proposer, if any.
