Sealed bids for the above Work located at State University of New York at Buffalo, Ellicott Complex, Amherst, New York 14260 will be received by DASNY at its office located at 515 Broadway, Albany, NY 12207. Each bid must be identified, on the outside of the envelope, with the name and address of the bidder and designated a bid for the Project titled above. When a sealed bid is placed inside another delivery jacket, the bid delivery jacket must be clearly marked on the outside“BID ENCLOSED” and “ATTENTION: CONSTRUCTION CONTRACTS – JENNIFER BURTCH.” DASNY will not be responsible for receipt of bids which do not comply with these instructions.

Individuals and entities submitting bids in person or by private delivery services should allow sufficient time for processing through building security to assure that bids are received prior to the deadline for submitting bids. All individuals who plan to attend bid openings will be required to present government-issued picture identification to building security officials and obtain a visitors pass prior to attending the bid opening.

Only those bids in the hands of DASNY, available to be read at 2:00 PM local time on June 6, 2019 will be considered. Bids shall be publicly opened and read aloud. Bid results can be viewed at DASNY’s website; http://www.dasny.org.

In accordance with State Finance Law § 139-j and § 139-k, this solicitation includes and imposes certain restrictions on communications between DASNY personnel and a prospective bidder during the procurement process. The Dormitory Authority of the State of New York (DASNY) is soliciting the services of a single prime (electrical) contractor to replace the switchgear and lighting located within the Ellicott Complex at the State University of New York at Buffalo in Amherst, New York. The work associated with this project consists of, but is not limited to, the following:

  • Existing feeders from the 3000A fixed main feeder breaker will be replaced with new feeders from the breaker to new main switchgear. The existing main switchgear and main distribution panelboards will be replaced with new. New feeders will be provided between the main switchgear and the new main distribution panelboards for the building.
  • Existing distribution panelboards throughout the building will be replaced with new. The existing lighting and appliance branch circuit panelboards interiors will be replaced with new circuit breaker interiors using the existing box. Existing feeders and branch circuits will be re-connected and extended as needed.
  • Existing transformers and disconnect switches throughout the building will be replaced in-kind with new disconnect switches and transformers. Some feeders to the new transformers will be replaced.
  • Existing corridor lighting will be replaced. The existing fluorescent strip housings and wiring will be re-used and a new LED retrofit kit will be provided.
  • New surface mount LED fixtures will replace existing surface mount fluorescent fixtures in the corridors with ACT ceiling and in the stairwells.
  • Existing fluorescent surface mount fixtures and incandescent downlights in gypsum ceilings will be retrofitted with LED lamps.
  • New surface mounted LED light fixtures will be added to the stairwells. Existing stairwell lighting circuits will be extended to new fixtures.
  • Existing exist signs will be replaced with new exit signs. Where required by code, new exit signs will be added.
  • Existing mechanical timers will be replaced with new lighting control panels that will be controlled from the existing building management system.
  • Removal and legal disposal of asbestos-containing hazardous materials.

The work of the project is to bid as single trade prime construction contract, in Buffalo, New York.  All corresponding firms must demonstrate experience in the completion of similar projects. 

One Contract will be awarded for the work of this project.  Construction Contract estimated at $800,000 to $900,000.

Eligibility/Qualifications Requirements/Preferences:

The bidder or its principals must have completed a minimum of five (5) contracts of relatively similar size, scope and complexity within the last five (5) years or demonstrated an increasing ability to successfully complete contracts of incrementally larger size and scope within the last five (5) years. The Contractor should be able to show references from completed Projects of similar scope and size. Further qualifications, bonding, and insurance requirements, are stated in the contract documents.
