The Dormitory Authority of the State of New York (DASNY) is seeking proposals from Construction Manager’s capable of providing preconstruction services during design, construction management and construction implementation for the Office of Mental Health (OMH), Capital District Psychiatric Center (CDPC), Exterior Façade Restoration, Unit E Inpatient, Crisis Intervention Unit & Medical Records Space services located at 75 New Scotland Avenue, Albany, New York 12208 (the “Project).
A CM-Build project delivery method is similar to a Construction Manager-at-Risk project delivery method, in that the Construction Manager is involved during the design phase of the project, procures the construction phase trade contracts, and manages the construction phase of the project. However, in a CM-Build delivery method, a Guaranteed Maximum Price is not provided prior to bidding the trade packages, rather a Maximum Contract Price (“MCP”) is established after the Construction Manager procures the trade packages. The CM-Build Contractor is a Construction Manager who will contract with DASNY to submit an MCP.
Following receipt of the submitted SOQs, an established Evaluation Committee will then identify a shortlist of Construction Managers that will continue with the development process for the Project. The shortlisted Construction Manager will be provided with a future Request for Proposal (“RFP”) for the overall Project on which to fully develop a response to the RFP.
The Project will consist of three (3) defined areas of work as noted in section 2.1 of the RFQ document. The project will be constructed in an occupied building and spaces within the building accordingly. The individual areas, as well as the entire scope of work, may be subject to phasing in order to facilitate completion of the work.

Pursuant to Executive Order No. 170.1 – Uniform Guidelines for Responsibility Determinations, Executive Order No. 125 – NYS Vendor Responsibility Questionnaire and Executive Order No. 192 – Continuing Vendor Integrity, DASNY may only award a contract to a responsible proposer. The proposer responsible must have the integrity to justify the award of public dollars and the capacity to fulfil the requirements of the contract fully. The proposer must file a vendor responsibility questionnaire with DASNY. The questionnaire provides the proposer with an opportunity to self-disclose any issues and provide necessary information, which DASNY will use as part of its determination.
