Relocation Consulting and FF&E Management Services

The Dormitory Authority State of New York (DASNY) is seeking proposals from firms to provide Relocation Consulting and Furniture, Fixtures, and Equipment (FF&E) Management services. Services are utilized on a variety of DASNY projects including but not limited to projects for mental health, hospital, and educational facilities, of a variety of scale and complexity. Scope of services may range depending on each project/assignment as issued by a Work Authorization. Assignments may involve the planning and implementation required to assist clients in successfully transitioning into and/or outfitting new, existing, or refurbished spaces. The consultant may be responsible for providing services required for a move including the required planning, management of the schedule, and physical work involved and/or the coordination, scheduling, and follow up associated with receipt of FF&E.

The objective of this procurement is to establish term contracts with consultants to provide required services for multiple assignments with a wide range of clients and facilities for projects throughout New York State. It is DASNY’s intent to contract with multiple firms Statewide. Services will be requested and authorized on an as-needed basis and the type and value of each project will vary. Assignments may be made on a geographic basis. Individual firms are not required to provide services Statewide to qualify for a contract. The contract shall be a four (4)-year term.

Interested firms must have recent experience providing the services described in the RFP, a demonstrated history of completing the required services for projects of varying scale, type, and complexity, experience providing relocation services for different types of clients (mental health, hospital, legal, education, etc.), experience coordinating with project management staff and/or Construction Managers, purchasing representatives and/or FF&E vendors, ability to subcontract to subcontractors and vendors as necessary, experience providing the required services for facilities with confidential/sensitive materials and/or specialty equipment, experience developing and maintaining schedules, and experience providing the required services at various stages of a project (planning, construction, FF&E installation, post-construction).

DASNY contributes to the economic development of New York State by assisting and supporting Minority and Women Owned Business Enterprises (MWBEs) and Service-Disabled Veteran-Owned Businesses (SDVOB) through its procurement process. As part of this EOI, and consistent with Article 15A and 17B of the Executive Laws, DASNY encourages all firms to consider submitting proposals that utilize partnerships, joint ventures or other similar arrangements with a New York State certified MWBE/SDVOB firm on this contract. Pursuant to Executive Order No. 170.1 – Uniform Guidelines for Responsibility Determinations, Executive Order No. 125 – NYS Vendor Responsibility Questionnaire and Executive Order No. 192 – Continuing Vendor Integrity, DASNY may only award a contract to a responsible proposer. A responsible proposer must have the integrity to justify the award of public dollars and the capacity to perform the requirements of the contract fully. The proposer must file a vendor responsibility questionnaire with DASNY. The questionnaire provides the proposer an opportunity to self-disclose any issues and provide necessary information, which DASNY will use as part of its determination.
