DASNY issues this Request for Proposal (RFP) seeking responsive proposals from firms with experience in designing and delivering comprehensive contractor development programs. Programs should target small, emerging, and established minority and women-owned, service disabled and veteran-owned businesses seeking to participate in public sector procurement. The objective is to introduce and deliver technical assistance and support services to eligible firms, equipping them with best practices necessary to operate as a prime contractor or at higher-tier subcontractor level. This initiative aims to support firms for New York State Public Works government contracting opportunities. In addition, the Small Business Capacity Building Services program seeks to address the unique challenges faced by emerging contractors by defining long-term, sustainable solutions that enable successful delivery of DASNY construction projects.

Interested Proposers must have: (1) experience contracting with New York State and be in a favorable financial position, and (2) general industry experience and the ability to provide training to firms in the areas of business management training, financial support, bonding assistance, subcontracting.

DASNY contributes to the economic development of New York State by assisting and supporting Minority and Women Owned Business Enterprises (MWBE) and Service-Disabled Veteran-Owned Businesses (SDVOB) through its procurement process. As part of this RFQ, and consistent with New York State Executive Law 15-A and Article 3 of the New York State Veteran Services Law, DASNY encourages all firms to consider submitting proposals that utilize partnerships, joint ventures or other similar arrangements with a New York State certified MWBE/SDVOB firm on this contract. For technical assistance identifying certified MWBE firms contact Empire State Development at www.esd.ny.gov or visit DASNY’s MWBE Registry at www.dasny.org. For NYS Certified SDVOB firms contact www.ogs.ny.gov/veterans.

Pursuant to Executive Order No. 170.1 – Uniform Guidelines for Responsibility Determinations, Executive Order No. 125 – NYS Vendor Responsibility Questionnaire and Executive Order No. 192 – Continuing Vendor Integrity, DASNY may only award a contract to a responsible proposer. A responsible proposer must have the integrity to justify the award of public dollars and the capacity to perform the requirements of the contract fully. The proposer must file a vendor responsibility questionnaire with DASNY. The questionnaire provides the proposer an opportunity to self-disclose any issues and provide necessary information, which DASNY will use as part of its determination.

Firms interested in responding to this solicitation may access the RFP and related documents from DASNY’s website at: https://www.dasny.org/opportunities/rfps-bids/professional-services-construction. Since 2024, the program has grown to offer a robust calendar of events that support the industry such as compliance, human resources, holiday marketing, digital marketing strategies and other business topics relevant to Queens business owners. We also host and organize several food-focused events each year, such as "Taste of Queens; Albany" where we bring 40 food vendors from Queens up to the Capitol building to cater a reception and network with NY State lawmakers. We also work with businesses to certify them in NYC, NYS and federal certifications like M/WBE. ACDBE, and SDVOB's.
