The Dormitory Authority of the State of New York (“DASNY”) is seeking proposals from law firms to provide quality and cost effective legal services on a timely basis in performing its various governmental functions. DASNY intends to establish several panels of law firms to serve as outside counsel. These panels include: bond counsel, construction and general litigation counsel, real estate and environmental counsel, labor and employment law counsel, bankruptcy and workout counsel and emerging firms, which include law firms that have been certified by the New York Empire State Development ("ESD") Division of Minority and Women-Owned Business as minority or woman owned-business enterprises pursuant to article 15-A of the Executive Law or that qualify for certification and have an application pending before ESD.
Interested firms must have: (1) substantial legal experience in providing legal services in the areas required for the specific panel on which they seek to serve; (2) a significant business presence comprised of one or more offices in the State of New York with attorneys licensed to practice in the State who will be primarily responsible for providing or supervising the services to be rendered under the engagement; and (3) either certification by ESD as a MWBE firm in New York State or be a firm that is committed to sound diversity practices.
It is the goal of DASNY to encourage participation by qualified certified Minority, Woman and Small Business Enterprises (MWSBE) and Services-Disabled Veteran-Owned Businesses (SDVOB) as part of your team to the maximum extent practical and consistent with legal requirements.

Contacts made to other Dormitory Authority personnel regarding this procurement may disqualify the Offerer and affect future procurements with governmental entities in the State of New York. All proposers, domestic and foreign, must be in compliance with New York State business registration requirements. Contact the NYS Department of State regarding compliance. In addition, business entities proposing to provide professional engineering services must obtain a Certificate of Authorization to Provide Engineering Services in New York State from the State Education Department. Proposals must be submitted in the full legal name of the proposer, or the full legal name plus a registered assumed name of the proposer, if any.
