The Dormitory Authority State of New York (DASNY) is seeking proposals from Construction Manager’s-at-Risk to provide Professional Construction Management-at-Risk (CM at Risk) services. The CM at Risk services will include pre-construction phase services and construction phase services in connection with the renovations to Smith and Casey Towers at the State University of New York at Cortland, 23 Water Street and 20 Broadway Avenue, Cortland, NY. At a minimum, the project will be designed and constructed to achieve LEED Silver Certification. The scope of this project will be to renovate all 10 stories of each tower. The tower exterior renovation scope includes, but is not limited to, hazardous material remediation, and exterior window replacement. Interior tower renovation work includes, but is not limited to, hazardous material remediation, new bathroom finishes, rebuilding all showers, flooring replacements, door replacements, door hardware replacements, the addition of lights in the bedrooms and corridors, and the addition of raceway outlets in the bedrooms. Sprinklers will be added to the towers on floors three through ten, fire alarm equipment will be upgraded throughout, various mechanical, electrical, and plumbing system work also will be included. The project will be constructed in phases. Anticipated construction phasing is as follows and is contingent on the development of design documents;
Phase I (December 2019-June 2020)
Phase II (December 2020-June 2021)
Interested firms must possess substantial experience in: (1) providing CM at Risk services with projects of similar size, scope and complexity; in particular, residence hall construction and renovation (2) employing experienced staff with thorough knowledge of their area(s) of expertise; (3) experience managing complex phased projects and delivering projects within a tight construction schedule; and (4) working knowledge of the United States Green Building Council (USGBC) LEED rating system, specifically for projects which have received LEED certification.
It is the goal of DASNY to encourage participation by qualified certified Minority, Woman, and Small Business Enterprises (MWSBE) and Services-Disabled Veteran-Owned Businesses (SDVOB) as part of your team to the maximum extent practical and consistent with legal requirements.
Please note that while no final determination has been made at this stage, the aspirational goals for the proposed contract are 30% Minority and Women Owned Business (M/WBE) and 6% SDVOB. The breakdown of the percentages for MBE and WBE goals for this project will be included in the Request for Proposal (RFP).

Tab 1 Provide a cover letter with your firm’s name, address, and telephone number along the name, title, telephone number, and email address of the individual within the firm who will be the primary contact concerning this EOI.
Tab 2 Provide five (5) projects your firm completed or substantially completed, within the last ten (10) years in a CM at Risk capacity with the same or similar size and complexity as this project. For each project provide: the project location, a brief description of the project, the total cost of construction, and the dates of the project. The list of projects should have examples of projects that have been completed in phases, and in a compressed construction schedule.

A responsible proposer must have the integrity to justify the award of public dollars and the capacity to perform the requirements of the contract fully. The questionnaire provides the proposer an opportunity to self-disclose any issues and provide necessary information, which DASNY will use as part of its determination.
Based on the information received, firms deemed qualified by review of their EOI, including their Vendor Responsibility Questionnaire, will be short listed and issued a Request for Proposal (RFP).
