Description of Goods or Services to be Bid:

The Dormitory Authority State of New York (DASNY) is seeking Expressions of Interest (EOI) from qualified architectural firms to provide bridging documents and third party cost estimating services for the planning and design of a New Life Sciences Laboratory, to be located in the Capital Region of New York State and delivered using a design build method. Services include reviewing and updating an existing Basis of Design document. The qualified architectural firms will likely provide Pre-Schematic and Schematic Design services to accommodate the updated Basis of Design, which includes but is not limited to space planning and architectural and engineering design, however the option of advancing design beyond this phase with the selected firm will be available to DASNY. The estimated construction budget for this project is likely to exceed $500 million dollars.

Interested firms must: (1) have relevant experience with laboratory projects of similar size, scope and budget; (2) employ or team with experienced staff with thorough knowledge of the area(s) of expertise required for the project; and (3) be a New York State licensed architect(s) and engineer(s).

The successful qualified architectural firm for this engagement will not be eligible to participate on the Design Build team for the construction of the New Life Sciences Laboratory expected to be procured at a later date.

DASNY contributes to the economic development of New York State by assisting and supporting Minority and Women Owned Business Enterprises (MWBEs) firms through its procurement process. As part of this RFP, and consistent with Article 15A of the Executive Law, DASNY encourages all Firms to consider submitting proposals that utilize partnerships, joint ventures or other similar arrangements with a New York State certified M/WBE firm on this contract.  For technical assistance identifying certified MWBE firms contact Empire State Development at www.esd.ny.gov or visit DASNY’s MWBE Registry at www.dasny.org .

Eligibility/Qualifications Requirements

Firms interested in responding to this solicitation must submit eight (8) copies of an EOI to the contact noted below no later than 5:00pm on July 6, 2017. EOI’s must include the following information in the same tab order as described below and shall not be more than twenty (20) double-sided pages:

Tab1 – Provide a cover letter with your firm’s name, address and telephone number along the name, title, telephone number and email address of the individual within your firm who will be DASNY’s primary contact concerning this EOI.

Tab 2 – Provide your firm’s proposed project team with experienced staff that has thorough knowledge of the area(s) of expertise required for the project with resumes, including all sub-consultants. Firms must have NYS licensed architects and engineers as part of the project team. Indicate their discipline and the year established. Indicate which of the proposed sub-consultants are Certified NYS Minority or Women Owned Businesses (MWSBE) and/or Service-Disabled Veteran-Owned Businesses (SDVOB).

Tab 3 – Provide a list of similar laboratory projects completed by your firm within the last ten (10) years. For each project provide: the project name, the project location, the owner/contact information, a brief description of the project, the total cost of construction and the construction start and completion dates.

Tab 4 - Provide three (3) references from the list of similar laboratory projects, listed in Tab 3, with contact information and phone numbers from three (3) separate projects, excluding DASNY employees, and a summary of the services provided.

Tab 5 - Provide the following if submitting a joint proposal: (i) the type of relationship between the two firms; (ii) projects the firms have worked on together; and (iii) how the work will be allocated among the firms.

Based on the information received, the top firms deemed qualified by review of their respective EOI’s will be short listed and issued a Request for Proposal (RFP). Once selected the short-listed firms will be posted on DASNY's website

In accordance with State Finance Law § 139-j and § 139-k, this solicitation includes and imposes certain restrictions on communications between Dormitory Authority personnel and an Offerer during the procurement process.  The designated staff for this procurement is Nicole White, RFP Coordinator (ph: 518-257-3667, Email: RFPCoordinator@dasny.org).  Contacts made to other Dormitory Authority personnel regarding this procurement may disqualify the Offerer and affect future procurements with governmental entities in the State of New York.  Please refer to the Authority’s website (www.dasny.org) for Authority policy and procedures regarding this law, or the OGS website (www.ogs.state.ny.us/aboutogs/regulations/defaultAdvisoryCouncil html) for more information about this law. All proposers, domestic and foreign, must be in compliance with New York State business registration requirements. Contact the NYS Department of State regarding compliance.  In addition, business entities proposing to provide professional engineering services must obtain a Certificate of Authorization to Provide Engineering Services in New York State from the State Education Department.  Proposals must be submitted in the full legal name of the proposer, or the full legal name plus a registered assumed name of the proposer, if any.
