The Dormitory Authority State of New York (“DASNY”) seeks proposals from Consultants to assist in the development and execution of business strategies relating to alternative delivery opportunities including, but not limited to, helping DASNY meet potential finance and construction demands of its clients through organizational structures such as Public-Private Partnerships (P3), and assisting DASNY with the design and implementation, on an as-needed basis, of internal processes, project evaluations, and protocols to assess and manage the value/risk of each project undertaken using alternative delivery methods.  Firms qualified to project the various services set forth below, and further described in the Request for Proposal (RFP), that are selected by DASNY to serve on its panel of alternative delivery consultants will, when retained, deliver their services in a manner that is in the best interest of DASNY. DASNY intends to empanel a list of qualified Consultants to perform: (1) Financial/Analytical Consultative Services; (2) Technical Advisory Consultative Services; and (3) Legal Consultative Services. It is DASNY’s intent to empanel several firms from this solicitation, however the final number of firms empaneled will be at DASNY’s sole discretion based on the review of the proposals received.  Services will be requested and contracted on an as-needed basis and the type and value of each assignment will vary. Selection to the empaneled list does not guarantee work or that future assignments will be awarded.

Interested Consultants must: (1) possess substantial experience in providing consultative services for alternative delivery procurements in social infrastructure; (2) have a business presence comprised of one or more offices in the State of New York with professionals licensed to practice in the State who will be primarily responsible for providing or supervising the services to be rendered under the engagement; and (3) show commitment to diversity including, but not limited to, diversity in proposed staff and/or subconsultant(s).

DASNY contributes to the economic development of New York State by assisting and supporting Minority and Women Owned Business Enterprises (MWBEs) and Service-Disabled Veteran-Owned Businesses (SDVOB) through its procurement process. As part of this RFP, and consistent with New York State Executive Law 15-A and Article 3 of the New York State Veteran Services Law, DASNY encourages all firms to consider submitting proposals that utilize partnerships, joint ventures or other similar arrangements with a New York State certified MWBE/SDVOB firm on this contract.  Pursuant to Executive Order No. 170.1 – Uniform Guidelines for Responsibility Determinations, Executive Order No. 125 – NYS Vendor Responsibility Questionnaire and Executive Order No. 192 – Continuing Vendor Integrity, DASNY may only award a contract to a responsible proposer. A responsible proposer must have the integrity to justify the award of public dollars and the capacity to perform the requirements of the contract fully. The proposer must file a vendor responsibility questionnaire with DASNY. The questionnaire provides the proposer an opportunity to self-disclose any issues and provide necessary information, which DASNY will use as part of its determination.

In accordance with State Finance Law § 139-j and § 139-k, this solicitation includes and imposes certain restrictions on communications between DASNY personnel and a Proposer during the procurement process. All proposers, domestic and foreign, must be in compliance with New York State business registration requirements. Contact the NYS Department of State regarding compliance. In addition, business entities proposing to provide professional engineering services must obtain a Certificate of Authorization to Provide Engineering Services in New York State from the State Education Department. Proposals must be submitted in the full legal name of the proposer, or the full legal name plus a registered assumed name of the proposer, if any.
