DASNY issues this Request for Qualifications (RFQ) seeking a responsive Statement of Qualifications (“SOQ”) from qualified Architectural/Engineering Firm capable of providing all Work (as defined herein) necessary to provide design services for the Office of Mental Health, Mid-Hudson Forensic Replacement Hospital, located at 2834 Route 17-M New Hampton, NY 10958 (the “Project”). The Project includes:
The design of a 250 Bed Forensic Hospital with 25 additional swing spaces beds
The Architectural/Engineering Firm shall have the following:
- recent experience in renovating, designing, and constructing forensic hospitals, or other institutional buildings, that are similar in size, scope, schedule duration, and/or complexity.
- a demonstrated history of work on low-energy buildings and/or buildings achieving a high-performing certificate such as LEED, Passive House, Living Building Challenge and Well.
- a demonstrated expertise in Building Science is of value.
- demonstrate its experience with respect to meeting goals for Minority and Women Owned Business (“M/WBE”) participation through design.
- demonstrate its experience with, or plans for meeting goals for Service Disabled Veteran-Owned Business (“SDVOB”) participation through design.
- the appropriate Team Member(s) of the Architectural/Engineering Firm performing the required engineering and architectural services for the Project must possess a Certificate of Authorization (for Engineering Firms) and Professional Licensure and Registration to provide professional services in New York State from the State Education Department.
In accordance with State Finance Law § 139-j and § 139-k, this solicitation includes and imposes certain restrictions on communications between Dormitory Authority personnel and an Offerer during the procurement process. Contacts made to other Dormitory Authority personnel regarding this procurement may disqualify the Offerer and affect future procurements with governmental entities in the State of New York. In addition, business entities proposing to provide professional engineering services must obtain a Certificate of Authorization to Provide Engineering Services in New York State from the State Education Department. Proposals must be submitted in the full legal name of the proposer, or the full legal name plus a registered assumed name of the proposer, if any.

FULL-SERVICE LIGHTING DESIGN:
Our normal scope of services starts with a conceptual or schematic design, and continues through the design development, construction documentation, and construction administration phases.
Before beginning our design, we work with clients to understand their project goals, budget, and schedule constraints. Our intent is to develop lighting strategies that directly respond to these requirements. Through our involvement in all project phases, we monitor the design process and modify the lighting design, details, and specification to address changes in the architecture or field conditions. We participate in construction phase services such as shop drawing review and supervise the aiming of adjustable lights and the programming of sophisticated lighting control systems. This full scope of services ensures that the designed lighting intent is achieved in the final installation.
LIGHTING MASTER PLANS:
A lighting master plan establishes the standards and performance criteria for future development, organizes and prioritizes options for future funding, and defines a broad conceptual vision.
TLP performs on-site surveys, measures existing light levels, and analyzes the overall environment to develop a comprehensive plan for lighting. We diagnose problems and identify opportunities to improve the appearance, efficiency, and cost-effectiveness of the facility’s lighting systems. Our intent is to create a roadmap that provides for cohesive and consistent lighting treatments as the facility expands and develops.
DAYLIGHTING DESIGN AND ANALYSIS:
Daylight in interior environments benefits the building owner and the end users. It provides a vital connection to the outdoors and a source of free light. However, if not carefully considered, it can also bring disabling glare and create excessive cooling load for the building through unwanted solar-heat gain. TLP uses computer modeling to analyze opportunities for daylighting. These models enable us to visualize and quantify the effects of daylight. Our goal is to provide spaces where the balance of daylight and electric light is appropriate and comfortable for people using the space.
