CUNY MEP Term Consultants

DASNY seeks proposals from mechanical, electrical, plumbing (MEP) engineering design professionals to provide a range of engineering and related design services, including architectural support services, specifically in support of projects DASNY manages for the City University of New York (CUNY). It is DASNY’s intent to select several firms from this solicitation, however the final number of firms selected will be at DASNY’s sole discretion based on the review of the proposals received.  Furthermore, selection as a consultant does not guarantee that future work will be awarded. Services will be requested and contracted on an as-needed basis and the type and value of each project will vary; however, the construction value of any project assigned from the term contract may not exceed twenty-five million dollars ($25,000,000.00).

Selected firms shall be tasked with managing a broad spectrum of CUNY related projects while working at the direction of DASNY. Projects may include, but are not limited to, the provision of professional design and related services for: engineering assessment, study and design related to higher education teaching, laboratory and research, support and administrative spaces; upgrading of various existing mechanical and/or electrical infrastructure, facilities, plants, systems and equipment; programmatic repurposing and upgrading of various existing departments and facilities; auditoriums, theaters and performance venues, lecture halls, libraries, kitchens and cafeterias, and as may be related to building envelope and roofing, curtain walls, and fenestration design; LEED and sustainability; ADA and code compliance and regulatory related services (i.e., NYCDOB FDNY, SHPO, NYC Landmarks, and other agencies as required).

The MEP projects to be performed under this contract are anticipated to be wide ranging in scope and may include but not be limited to the following: (1) conditional assessments, operational and performance assessments, and life cycle analysis of equipment, systems and facilities; (2)heating and cooling plant upgrades and replacements including boilers, chillers, cooling towers, turbines, piping, distribution and condensate systems, pumps, filters, PRV stations, balancing and water treatment; (3)air handling upgrades and replacements, including distribution and reconfiguration, fans, filtration, VAVs, balancing; (4) controls and control systems; and (5)groundwater, including pumps.

Services may include full design and construction phase services or may be limited to studies, investigations, testing, feasibility studies or condition assessments. Selected firms must also have a working knowledge of building codes, familiarity with facilitating project and filing approvals with the New York City Department of Buildings and the Fire Department, and have a demonstrated ability to develop and implement projects in occupied academic institutions.  The firms shall also demonstrate the ability to direct, coordinate and manage the work of sub-consultants, including, but not limited to architectural, structural, site and civil. 

Interested firms must: (1) have demonstrated experience, and a proven track record, providing MEP engineering, and related design services to develop and implement projects for CUNY, comparable higher education, or comparable complex facilities within the New York City (NYC) metropolitan region, including in occupied facilities, in a timely, budget conformant and cost-effective manner, from project inception through construction phase completion. Experience with public sector projects is preferred. Firms shall have a proven track record in providing such services as a prime design professional; (2) have an experienced staff with thorough knowledge of their area of expertise and a proven track record in providing MEP engineering and related design services for CUNY, comparable higher education, or comparable complex facilities within the NYC metropolitan region; (3) have experienced sub-consultants, including specialty sub-consultants, with thorough knowledge of their area of expertise and a proven track record in providing MEP engineering and related design services for CUNY, comparable higher education, or comparable complex facilities within the NYC metropolitan region;  (4) have experience with projects utilizing sustainability best practices and LEED Certification; (5) have licensed professional engineer and/or engineering sub-consultant(s) with current NYS Registration; (6) have licensed architect(s) and/or architectural sub-consultant(s) with current NYS Registration.

It is the goal of DASNY to encourage participation by qualified New York State certified Minority, Woman and Small Business Enterprises (MWSBE) and NYS OGS Services-Disabled Veteran-Owned Businesses (SDVOB) as prime consultants, and, or engaged as part of the team to the maximum extent practical and consistent with legal requirements.

In accordance with State Finance Law § 139-j and § 139-k, this solicitation includes and imposes certain restrictions on communications between Dormitory Authority personnel and an Offerer during the procurement process. In addition, business entities proposing to provide professional engineering services must obtain a Certificate of Authorization to Provide Engineering Services in New York State from the State Education Department. Proposals must be submitted in the full legal name of the proposer, or the full legal name plus a registered assumed name of the proposer, if any.
