The Dormitory Authority of the State of New York (DASNY) is seeking proposals from qualified Architectural and Engineering Firms to provide design, planning, and engineering services for the development of bridging documents associated with the development of a new 100-bed psychiatric hospital and support facilities at the Manhattan Psychiatric Center. DASNY is also seeking a secondary option for a 200-bed psychiatric hospital l. The services will include but not limited to; programming, site analysis and planning, code and regulatory reviews, conceptual design, performance specifications, bridging documents, and order of magnitude cost estimate.
Interested Proposers must: (1) have experience in preparing bridging documents for design-build projects; (2) have experience on projects for OMH or similar psychiatric/behavioral health facilities; (3) have experience with design/build projects for health care or psychiatric/behavioral health care facilities; (4) have familiarity with NYS Building Code, and OMH guidelines and standards requirements; (5) have experience working with multiple NYS and NYC agencies, including DASNY, and OMH; (6) experienced sub-consultant(s) with a proven track record providing design services for health care or behavioral health care facilities; (7) experienced specialty sub-consultant(s), with a proven track record providing design services for health care or behavioral health care facilities; (8) experience with comparable facilities and/or agencies with similar regulatory requirements within New York State; (9) have Licensed Architect(s) with current NYS Registration; and Licensed Professional Engineer and/or Engineering Sub-consultant(s) with current NYS Registrations; (10) have experience and documentation for established QA/QC and VE programs for bridging document development.

Pursuant to Executive Order No. 170.1 – Uniform Guidelines for Responsibility Determinations, Executive Order No. 125 – NYS Vendor Responsibility Questionnaire and Executive Order No. 192 – Continuing Vendor Integrity, DASNY may only award a contract to a responsible proposer. A responsible proposer must have the integrity to justify the award of public dollars and the capacity to perform the requirements of the contract fully. The proposer must file a vendor responsibility questionnaire with DASNY. The questionnaire provides the proposer an opportunity to self-disclose any issues and provide necessary information, which DASNY will use as part of its determination.
