Sealed bids for the above Work located at Lehman College, 250 Bedford Park Boulevard West, Bronx, New York 10468 will be received by DASNY at its office located at 515 Broadway, Albany, NY 12207. Each bid must be identified, on the outside of the envelope, with the name and address of the bidder and designated a bid for the Project titled above. When a sealed bid is placed inside another delivery jacket, the bid delivery jacket must be clearly marked on the outside “BID ENCLOSED” and “ATTENTION: CONSTRUCTION CONTRACTS – DOMINICK DONADIO.” DASNY will not be responsible for receipt of bids which do not comply with these instructions.

The Dormitory Authority of the State of New York (“DASNY”) has determined that its interest in obtaining the best work at the lowest possible price, preventing favoritism, fraud and corruption, and other considerations such as the impact of delay, the possibility of cost savings advantages and any local history of labor unrest are best met by use of a Project Labor Agreement (“PLA”) on this Project. The successful low bidder, as a condition of being awarded this Contract, will be required to execute the PLA described in the Information for Bidders and included in the Contract Documents. See Section 18.0 of the Information for Bidders of the Contract Documents for additional information. All subcontractors of every tier will be required to agree to be bound by the PLA.

All individuals who plan to attend pre-bid meetings or bid openings in person will be required to complete and present a DASNY Visitor Covid-19 Screening Questionnaire, present government-issued picture identification to building security officials and obtain a visitors pass prior to attending the bid opening.   The questionnaire and all instructions are located after Section 19.0 of the Information for Bidders.

Individuals and entities submitting bids in person or by private delivery services should allow sufficient time for processing through building security to assure that bids are received prior to the deadline for submitting bids.

All bid openings will be made available for viewing live via Zoom at www.zoom.us. To enter the meeting, select “Join a Meeting” then enter Meeting Id 353 471 6521, Password 351895. Individuals are strongly encouraged to utilize this public viewing option as an alternative to in person attendance at bid openings.

Only those bids in the hands of DASNY, available to be read at 2:00 PM local time on September 14, 2021 will be considered. Bids shall be publicly opened and read aloud. Bid results can be viewed at DASNY’s website; http://www.dasny.org.

In accordance with State Finance Law § 139-j and § 139-k, this solicitation includes and imposes certain restrictions on communications between DASNY personnel and a prospective bidder during the procurement process. There are 2 scopes of work for Emergency Generator project being bid:

1) The emergency generator located atop the Speech & Theatre Building has reached the end of its useful lifespan and has recently experienced breakdowns that indicate that this machine may not reliably function as needed during a power outage. The replacement of the generator is one phase of this contract.

2) A new emergency generator to be installed to feed the West side of campus which will serve Student Life, Carman Hall, Davis Hall, Old Gym, Shuster Hall, Fine Arts and the new Nursing Building currently under construction. Both scopes of work must run concurrently as this work must be completed and signed-off prior to the completion of the Nursing Building.

Estimated Construction Cost: $6.5 million - $7.25 million

ELECTRICAL SCOPE

The generator infrastructure will consist of new generators and feeders throughout the existing campus utility tunnels, pedestrian tunnels, and site. Automatic transfer switches will be provided to allow each building to have emergency, standby, and optional standby as required, serving the Old Gym, Shuster Hall, Carman Hall, Davis Hall, and Student Life building. This project is also required to provide emergency power for the Nursing Bldg building, including feeders to emergency ATS, optional standby ATS, and the fire pump. The construction schedule will be in line with the Nursing building such that emergency power will be available for the new building.

MECHANICAL SCOPE

The scope includes the demolition and replacement in kind of an existing generator located within the Speech & Theater building. The existing fuel distribution system is intact, however the automatic controls between the day tank on the second floor and the fuel oil pumps in the basement do not function. A new control system will be provided, and the pump starters will be replaced. The existing day tank located on the second floor will be replaced with a new tank. Cooling via chilled water fan coil units or split systems will be provided for new electrical rooms containing transformers. A gasoline fuel pumping station, located near the new generator location, will be demolished. A second fuel pump that is part of this system will be left intact and in working condition. Underground fuel pipes will be left existing to remain, and pipes to the demolished pumping station will be capped.

ARCHITECTURAL SCOPE

Architectural remediation is needed for feeders that penetrate walls and ceilings throughout the campus tunnel system. Waterproofing details will be needed at exterior penetrations to existing basements. New 2-hour rated rooms for automatic transfer switches serving legally required standby loads (elevators) will be constructed within existing subbasement or basement levels. Optional standby ATS are not required to be in 2-hour rated rooms, however they may share space with a legally required standby ATS. Existing rooms will be reconfigured as required to allow for new electrical rooms.

STRUCTURAL SCOPE

The new generator outside of the Old Gym building will be mounted on a new, reinforced concrete pad. Underground electrical duct bank will be concrete encased with reinforcement, from the generator pad to Davis Hall and the Old Gym building.

Asbestos abatement work will be required.

The Owner shall investigate the responsibility of any bidder to determine the ability of any bidder to perform the Work. Bidders shall provide the Owner with all information requested to conduct such investigation, including but not limited to references, a list of prior projects, and complete financial data, within five (5) business days of receiving the Pre Award Letter and Checklist from the Owner. The Owner reserves the right to reject any bid if the requested items are not submitted as required or if the bidder fails to demonstrate to the Owner’s satisfaction that the bidder is responsible or qualified to carry out the obligations of the Contract or to complete the Work as contemplated.

 

The bidder or its principals shall have a minimum of ten (10) years experience in major electrical installations and shall provide to the Owner within five (5) business days of receiving the Pre Award Letter and Checklist, a list of a minimum five (5) contracts of similar size, scope, dollar value and complexity and that include emergency generator installations in fully occupied buildings. Projects must be completed or substantially completed within the last ten (10) years. Projects with complex technical specification sections may require additional experience in terms of both time as well as number of similarly completed projects.

Experience will be viewed from both the perspective of completed projects of comparable size, scope and complexity, as well as the experience and qualifications of the bidder’s personnel. The determination of relevant project experience in terms of size, scope and complexity will be at the sole and exclusive discretion of the Owner.

In the event the bidder fails to establish to the satisfaction of the Owner, as set forth in (A) thru (C) above, that the bidder is both responsible and meets the qualification requirements of the solicitation, the Owner reserves the right, in its sole discretion, to reject any bid.
