Sealed bids for the above Work located at Scattered Site Pump Stations at Glenwood Avenue, Binghamton, New York 13905 and Bevier Street, Binghamton, New York 13901 (Base Bid) and Rush Avenue, Binghamton, New York 13903 (Alternate) will be received by DASNY at its office located at 515 Broadway, Albany, NY 12207. Each bid must be identified, on the outside of the envelope, with the name and address of the bidder and designated a bid for the Project titled above. When a sealed bid is placed inside another delivery jacket, the bid delivery jacket must be clearly marked on the outside“BID ENCLOSED” and “ATTENTION: CONSTRUCTION CONTRACTS – JENNIFER BURTCH.” DASNY will not be responsible for receipt of bids which do not comply with these instructions.

Individuals and entities submitting bids in person or by private delivery services should allow sufficient time for processing through building security to assure that bids are received prior to the deadline for submitting bids. All individuals who plan to attend bid openings will be required to present government-issued picture identification to building security officials and obtain a visitors pass prior to attending the bid opening.

Only those bids in the hands of DASNY, available to be read at 2:00 PM local time on May 23, 2019 will be considered. Bids shall be publicly opened and read aloud. Bid results can be viewed at DASNY’s website; http://www.dasny.org.

In accordance with State Finance Law § 139-j and § 139-k, this solicitation includes and imposes certain restrictions on communications between DASNY personnel and a prospective bidder during the procurement process. The Dormitory Authority of the State of New York (DASNY) is soliciting bids from Single Prime General Contractors for the following Scope of Work to be performed at multiple locations in the City of Binghamton, New York:

The project consists of providing upgrades to storm water and sanitary sewer pump stations within the City of Binghamton, New York. The project consists of elevating equipment and other components above the base flood elevation, waterproofing electrical panels to withstand being fully submerged and/or relocating the panels and other equipment out of the floodplain. There is hazardous material abatement, plumbing, electrical, sitework, concrete, paving and landscaping work associated with this project. Refer to the Project Documents (Project Manual and Drawings) for entire scope of work. There will be one contract awarded for this project. There is a bid alternate for upgrades of the Rush St pump station.

The estimated Construction Cost for the base bid is between $855,000 and $915,000.

Eligibility/Qualifications Requirements/Preferences:

The bidder or its principals must have completed 5 (five) contracts of relatively similar size and scope within the last 10 (ten) years or demonstrated an increasing ability to successfully complete contracts of incrementally larger size and scope within the last 10 (ten) years.

The bidder or its principals shall have a minimum of 5 (five) years experience in similar work and be able to provide a list of 5 (five) contracts, similar in size, scope and complexity to this contract, completed or substantially completed within the last 10 (ten) years.  Individual technical specification sections may require increased levels of specific experience and completed contracts.
