DASNY has decided to cancel the CUNY Architectural Term Consultants procurement.

DASNY seeks proposals from architectural design professionals to provide a range of architectural and related design services, specifically in support of projects DASNY manages for the City University of New York (CUNY). This solicitation is not open those architectural firms who are currently engaged as prime design professionals under a DASNY Term Contract for Architecture/Engineering Services resulting from RFP# 453. It is DASNY’s intent to select multiple architectural firms from this solicitation, however the final number of firms selected will be at DASNY’s sole discretion based on the review of the proposals received. Furthermore, selection as a consultant does not guarantee that future work will be awarded. Services will be requested and contracted on an as-needed basis and the type and value of each project will vary; however, the construction value of any project assigned from the term contract may not exceed Twenty-Five million dollars ($25,000,000.00). Selected architectural firms shall be tasked with managing and complying with a broad spectrum of CUNY related projects and services while working under DASNY. Services may include, but are not limited to: architecture, assessment, study and design of higher education teaching, support and administrative spaces; LEED and sustainability; programmatic repurposing and upgrading of various existing departments and facilities; auditoriums, theaters and performance venues, lecture halls, libraries, laboratories, building envelope and roofing, curtain walls, fenestration design and testing, elevator and escalator design services, kitchens and cafeterias, interior renovation designs, site design and athletic fields, ADA and code compliance and regulatory related services (i.e., NYCDOB FDNY, SHPO, NYC Landmarks, and other agencies as required). Services may also include full design and construction phase services or may be limited to studies, investigations, feasibility studies or condition assessments.

Interested firms must: (1) have demonstrated experience, and a proven track record, providing higher education architectural and related design services to develop and implement projects, in a timely, budget conformant and cost effective manner, from project inception through construction phase completion, including in occupied facilities, for CUNY or comparable higher education facilities within the New York City (NYC) metropolitan region. Experience with public sector projects is preferred. Firms shall have a proven track record in providing such services as a prime design professional; (2) have experienced staff with thorough knowledge of their area of expertise and a proven track record in providing higher education related design services either for CUNY or comparable higher education facilities within the NYC metropolitan region; (3) have experienced subconsultants, including specialty sub-consultants, with thorough knowledge and a proven track record in providing higher education related design services either for CUNY or comparable higher education facilities within the NYC metropolitan region; (4) have experience with projects utilizing sustainability best practices and LEED Certification; (5) have Licensed Architect(s) with current NYS Registration; (6) have Licensed Professional Engineer and/or Engineering Sub-consultant(s) with current NYS Registration.

In accordance with State Finance Law § 139-j and § 139-k, this solicitation includes and imposes certain restrictions on communications between Dormitory Authority personnel and an Offerer during the procurement process. The designated staff for this procurement is Nicole White, RFP Coordinator (ph: 518-257-3667, Email: [email protected]). Contacts made to other Dormitory Authority personnel regarding this procurement may disqualify the Offerer and affect future procurements with governmental entities in the State of New York.  Please refer to the Authority’s website (www.dasny.org) for Authority policy and procedures regarding this law, or the OGS website (www.ogs.state.ny.us/aboutogs/regulations/defaultAdvisoryCouncil html) for more information about this law. All proposers, domestic and foreign, must be in compliance with New York State business registration requirements. Contact the NYS Department of State regarding compliance. In addition, business entities proposing to provide professional engineering services must obtain a Certificate of Authorization to Provide Engineering Services in New York State from the State Education Department. Proposals must be submitted in the full legal name of the proposer, or the full legal name plus a registered assumed name of the proposer, if any.

Over the course of hundreds of engagements, The Lighting Practice has refined its expertise in several key service areas. FULL-SERVICE LIGHTING DESIGN:
Our normal scope of services starts with a conceptual or schematic design, and continues through the design development, construction documentation, and construction administration phases.

Before beginning our design, we work with clients to understand their project goals, budget, and schedule constraints. Our intent is to develop lighting strategies that directly respond to these requirements. Through our involvement in all project phases, we monitor the design process and modify the lighting design, details, and specification to address changes in the architecture or field conditions. We participate in construction phase services such as shop drawing review and supervise the aiming of adjustable lights and the programming of sophisticated lighting control systems. This full scope of services ensures that the designed lighting intent is achieved in the final installation.

LIGHTING MASTER PLANS:
A lighting master plan establishes the standards and performance criteria for future development, organizes and prioritizes options for future funding, and defines a broad conceptual vision.

TLP performs on-site surveys, measures existing light levels, and analyzes the overall environment to develop a comprehensive plan for lighting. We diagnose problems and identify opportunities to improve the appearance, efficiency, and cost-effectiveness of the facility’s lighting systems. Our intent is to create a roadmap that provides for cohesive and consistent lighting treatments as the facility expands and develops.

DAYLIGHTING DESIGN AND ANALYSIS:
Daylight in interior environments benefits the building owner and the end users. It provides a vital connection to the outdoors and a source of free light. However, if not carefully considered, it can also bring disabling glare and create excessive cooling load for the building through unwanted solar-heat gain. TLP uses computer modeling to analyze opportunities for daylighting. These models enable us to visualize and quantify the effects of daylight. Our goal is to provide spaces where the balance of daylight and electric light is appropriate and comfortable for people using the space.
