Safety Training Services

The Dormitory Authority State of New York (DASNY) is seeking proposals from firms to provide for development and/or delivery of Occupational Safety and Health Administration (OSHA), Scaffold, and other Safety Training courses to DASNY employees.  Said courses will require OSHA certification cards be issued to each student who takes the 10-hour or 30-Hour OSHA courses or any of the Scaffold courses.  Delivery of courses will be in DASNY’s New York City and/or Albany offices, or a location provided by the vendor, and other locations in New York State as needed.  It is DASNY’s intent to contract with more than one firm. Services will be requested and conducted on an as needed basis, and the type and value of each training will vary.  Depending on the nature of the work assignment, some portions of the firm’s services may be modified to more accurately reflect the level of training required.

In accordance with the Public Authorities Law, Section 2879 and the New York State Executive Law, Article 15-A, this opportunity is intended solely for (a) the purchase of goods or services from Small Businesses or certified Minority or Women-Owned Business Enterprises (MWBEs), or (b) goods or technology that are recycled or remanufactured.  Small Businesses are defined as a business that is resident in this State, independently owned and operated, not dominant in its field, and employs not more than one hundred people.

In accordance with State Finance Law § 139-j and § 139-k, this solicitation includes and imposes certain restrictions on communications between Dormitory Authority personnel and an Offerer during the procurement process.  The designated staff for this procurement is Nicole White, RFP Coordinator (ph: 518-257-3667, Email: [email protected]).  Contacts made to other Dormitory Authority personnel regarding this procurement may disqualify the Offerer and affect future procurements with governmental entities in the State of New York.  Please refer to the Authority’s website (www.dasny.org) for Authority policy and procedures regarding this law, or the OGS website (www.ogs.state.ny.us/aboutogs/regulations/defaultAdvisoryCouncil html) for more information about this law. All proposers, domestic and foreign, must be in compliance with New York State business registration requirements. Contact the NYS Department of State regarding compliance.  In addition, business entities proposing to provide professional engineering services must obtain a Certificate of Authorization to Provide Engineering Services in New York State from the State Education Department.  Proposals must be submitted in the full legal name of the proposer, or the full legal name plus a registered assumed name of the proposer, if any.
