DASNY Expands Energy Performance Contracting Program

Helping Clients Reduce Energy Consumption to Lessen Environmental Impacts

ALBANY, N.Y. -- Dr. Gerrard P. Bushell, President and CEO of the Dormitory Authority of the State of New York (DASNY), announced today that DASNY is expanding its energy performance contracting offerings and enabling clients to pay for needed facility upgrades with the energy savings generated from these upgrades. 

DASNY’s new energy-saving program will help DASNY clients reduce their environmental impacts and operating costs. It will also advance Governor Andrew M. Cuomo’s statewide energy goal to build a clean energy future for all of New York State. 

This novel energy services procurement offers turn-key project services to both public and private clients through a combination of DASNY’s Tax-Exempt Equipment Leasing Program (TELP) and its procurement and construction services. 

“Through DASNY’s new Energy Performance Contracting Program, DASNY clients will have the opportunity to pay for today's facility upgrades with tomorrow's energy savings – without tapping into existing capital budgets,” said Dr. Bushell. “The program offers a time- and cost-effective way to complete comprehensive energy upgrades. I am pleased DASNY will be able to offer such an extraordinary service.”

Under the program, DASNY will partner with an energy services company to develop, design, build, and fund projects that will save energy, reduce clients’ energy costs, and decrease clients’ operations and maintenance costs. 

One DASNY
The growth of DASNY’s energy performance contracting offerings is a key component of One DASNY, an initiative to ensure that DASNY can swiftly and expertly respond to clients’ rapidly changing needs.  Through One DASNY, DASNY has streamlined delivery processes and expanded service offerings.

BuildSmartNY 
DASNY’s program expansion is working to fulfill the goals of BuildSmartNY, a comprehensive statewide initiative to increase energy efficiency in public buildings, and is a significant step in achieving Governor Cuomo’s Executive Order 88, which is to achieve a 20 percent reduction in energy use in state buildings by 2020. 

BuildSmartNY, launched by Governor Cuomo in 2012, saves taxpayer dollars and creates thousands of jobs, while significantly reducing greenhouse gas emissions. To date, New Yorkers have realized more than $354 million in avoided energy costs and 2.4 million tons of avoided greenhouse gas emissions under BuildSmartNY. 

Reforming the Energy Vision
This program also complements the Governor’s Reforming the Energy Vision (REV) strategy to build a clean, resilient, and affordable energy system for all New Yorkers. REV is ensuring New York State reduces statewide greenhouse gas emissions 40 percent by 2030 and achieves the internationally recognized target of reducing emissions 80 percent by 2050.

Reforming the Energy Vision is Governor Andrew M. Cuomo's strategy to lead on climate change and grow New York's economy. REV is building a cleaner, more resilient, and affordable energy system for all New Yorkers by stimulating investment in clean technologies like solar, wind, and energy efficiency. This program is in support of the recently adopted Clean Energy Standard, which requires that 50 percent of the state's electricity needs be generated from renewable energy sources by 2030. Already, REV has driven 600 percent growth in the statewide solar market, enabled over 105,000 low-income households to permanently cut their energy bills with energy efficiency, and created thousands of jobs in manufacturing, engineering, and other clean tech sectors.
