Senate Majority Leader John J. Flanagan said, “New York is a national leader in delivering first-class health care to individuals and families, and remains committed to building upon these achievements to provide the best patient care possible. The funding we are announcing today – combined with an additional $200 million Request For Applications that was a priority of the members of our Senate Republican Conference and will be released soon – are significant steps in our ongoing work to help those most in need of quality health and mental health services.”

Assembly Speaker Carl Heastie said, “The Assembly has been a longstanding supporter of essential health services and facilities that allow individuals and families to get the medical services they need close to home. Families first means investing in a public health network that is robust and responsive to the needs of New Yorkers across the state. This funding will help our healthcare partners and facilities achieve the capital and efficiency goals that are a critical part of improving patient care and access.”

Senate Independent Democratic Conference Leader Jeffrey Klein said, “New York continues to lead the way in ensuring that our residents in every corner of this state have access to top-notch medical facilities that serve their needs. With $491 million for the Statewide Health Care Facility Transformation Program we will continue to improve programs and keep safety net health care providers financially well, even in these times of uncertainty posed by the federal government. New York will continue to lead the way in reducing costs, improving outcomes and expanding access to care. I thank Governor Cuomo prioritizing the health and wellness of our providers and patients.”

Senate Democratic Leader Andrea Stewart-Cousins said, “Encouraging more New Yorkers to avoid costly, time-consuming, and often unnecessary trips to an emergency room by investing in other medical facilities is a common sense way to improve patient care. Utilizing state funds to advance programs serving New Yorkers’ primary care, mental health, and substance abuse needs will streamline the health care process, provide communities with better services, and save money. This investment is a win-win for New York, and I commend the Governor for taking action.”

The funding was awarded under the Statewide Health Care Facility Transformation Program, which was enacted as part of the FY 2017 Budget. Additional funding was made available in the recently enacted FY 2018 Budget.

The program is administered by the Department of Health and the Dormitory Authority of the State of New York and will help support the objectives of the Delivery System Reform Incentive Program. The purpose of the Delivery System Reform Incentive Program is to reduce health care costs and improve the health outcomes of New Yorkers by expanding access to inpatient, primary, preventative and other ambulatory care services as part of regionally integrated healthcare delivery systems. The Delivery System Reform Incentive Program primary goal is to reduce avoidable hospital visits by 25 percent by 2020. The Statewide Health Care Facility Transformation Program awards are also focused on projects which will help ensure the financial sustainability of safety net healthcare providers, and the preservation or expansion of essential health care services.

New York State Health Commissioner Dr. Howard Zucker said, “Investing in the infrastructure of New York’s healthcare system will yield dividends for the millions of residents who rely upon these vital services. This program will help motivate providers to develop new and innovative services that both improve the quality of care and create a health care system that saves taxpayer dollars down the road.”

DASNY President & CEO Gerrard P. Bushell said, “By investing in New York’s healthcare infrastructure we are expanding access to high-quality services that empower residents and make our communities attractive for employers to locate their businesses. A healthy New York is a competitive New York.”

Greater New York Hospital Association President Kenneth E. Raske said, “These capital funding awards are a critically important down-payment for struggling safety net providers as they pursue delivery system transformation,” said. “We are grateful to Governor Cuomo for his leadership and commitment to ensuring that the hospital community can continue to care for New York’s most vulnerable patients and communities.”

President of the Healthcare Association of New York State President Bea Grause said, “We thank Governor Cuomo for this much-needed infusion of capital to the healthcare system. These funds will help continue the process of transformation toward greater access, lower costs and improved quality. It will make a real difference in communities across the state.”

President and CEO of the Community Health Care Association of New York State Rose Duhan said, “Today’s awards reflect the Administration’s commitment to helping FQHCs and other community-based providers to expand access to affordable, high-quality primary and preventive health care in high-need areas of the state, which is central to New York’s health care delivery system and payment reform efforts. These funds will allow community-based providers to participate more meaningfully in transformation activities, including integration of services, reimagined care coordination models in preparation for value based payment, modernization and expansion of facilities, and solidification of new and existing partnerships to address social determinations of health.”
