RFP Overview 

DASNY is committed to diversity in all of its procurements and actively seeks to create avenues of opportunity for Minority and Women-owned Business Enterprises (MWBE) that are able to provide goods or services required by DASNY.  In recent years, DASNY has expanded its already successful MWBE programs in construction, finance and commodities procurement and is continually seeking new initiatives designed to increase successful MWBE programs.

In the coming weeks DASNY will be looking for an Insurance Broker “Consultant” to secure a comprehensive and cost-effective program of Directors and Officers/Employment Practices Liability (D&O/EPL) insurance. In accordance with the Public Authorities Law, Section 2879 and the New York State Executive Law, Article 15-A, this opportunity will be solely intended for certified New York State MWBEs. MWBE firms will be able to submit a proposal that utilize strategic alliances, joint ventures or affiliation relationships provided that the MWBE firm is in a leadership position and has a significant role on the delivery of services.   
 
The selected Consultant will provide services in support of DASNY’s program, and gather and develop information to accurately and knowledgeably market the program to insurance carriers. The selected Consultant must be able to: 

1) Market DASNY’s program, negotiate coverage terms and secure placement with insurance carriers rated at least “A-“ by A.M. Best and of sufficient size to provide a minimum of $50M in program limits.
2) Represent DASNY’s interests to insurance carriers and advise on questions of insurance policy interpretation, particularly as it relates to carriers’ opinions and coverage decisions.
3) Assist with claims administration and advocate for DASNY with insurance carrier claim adjusters and others. 
4) Keep DASNY informed of changes and trends in the insurance marketplace such as new product development and application, pricing forecasts, carrier news and financial status changes, and similar. 
5) Provide risk management consulting services and advise of new and emerging risks.
6) Assist DASNY in accessing other D&O or EPL related services, as requested.

Who should attend? 

Since MWBE firms are encouraged to utilize strategic alliances, joint ventures, or affiliation relationships, all insurance brokers are encouraged to attend the Outreach Meeting. The Outreach Meeting will provide NYS-certified MWBE, and non-MWBE firms an opportunity to network, form strategic alliances or possible joint ventures, while establishing a rapport with other companies.
