The Dormitory Authority is a public benefit corporation established by the State of New York to finance and construct facilities for private and public higher educational institutions, health care, government and certain non-profit, public-purpose organizations.
The Authority hires professionals involved in the design and construction of buildings such as project managers, engineers, architects, estimators, interior designers, CAD draftspersons and other construction personnel. In addition, the Authority hires professionals in the public finance, finance, information technology, legal, and communications and marketing fields.
The Dormitory Authority is divided into six major divisions: Construction, Finance and Information Services, Public Finance and Portfolio Monitoring, Counsel, Executive Direction and Office of Executive Initiatives.
The largest division of DASNY is Construction. With approximately 420 staff, this Office offers a range of design and construction services that are custom-fit to meet individual clients' needs. Generally, project staff act as a customer's agent or owner's representative, reviewing needs, developing budgets, assisting in the selection of design professionals, preparing schedules, securing bids, holding contracts, and generally overseeing the construction process to assure projects are efficiently well-built.
Our second largest division is Finance and Information Services. This Office is responsible for the Authority's accounting and treasury functions, including investment of funds, financial reporting, accounts payable, accounts receivable, debt service administration, payroll, budgeting and funds management. In addition, the Office participates in the bond issuance process. The Office of Finance and Information Services includes the Authority's Information Services Unit, which develops, implements and maintains the computer hardware, software and telecommunications infrastructure for the Authority's offices and construction field sites.
In addition, we have an Office of Public Finance and Portfolio Monitoring. The Public Finance department is the focal point for bond, note and lease financings. The Office raises money in the capital markets for Authority customers by determining the feasibility and structure of financings and overseeing issuance to assure the lowest cost of capital to Authority customers. Our primary goal is to raise capital for our client’s development, construction, and improvement projects.
Financial analysts in the Portfolio Management department monitor the financial standing of hospitals and higher education facilities to ensure they remain solvent and in good financial status. These professionals monitor customer financial and operating performance, and identify industry trends that may warrant the development of new programs and products or modification of the Authority’s policies and operations.
Further, we have a Legal department, known as Counsel’s Office, that works closely with Public Finance on bond issuances in addition to handling litigation relating to construction projects and legislative issues that affect the Authority. The Counsel's Office provides legal services to all offices of the Authority, is responsible for litigation and contract matters, and represents the Authority on all bond issuances.
The coordination and management of the Authority’s daily activities is the responsibility of the Office of Executive Direction. Within the Office of Executive Direction we have support units such as Budget, Building Services, Environmental Affairs , Human Resources, Internal Affairs, Internal Audit, Internal Controls, Real Property, and Risk Management & Safety.
In addition, the Office of Executive Initiatives is responsible for strategic efforts in developing programs, maximizing the utilization of minority and women-owned businesses, and communicating with DASNY’s clients, the public and governmental officials. The Office of Executive Initiatives consists of the Authority’s Communications and Marketing, Opportunity Programs Group, Environmental Initiatives, Client Outreach, Training, Executive Projects, and Legislative Affairs units.
Some construction projects that the Dormitory Authority has recently completed are Brooklyn College Library, Roswell Park Cancer Institute in Buffalo, Queens Family Court, and dormitories at the State University of New York at Binghamton.
DASNY also provides financing for Columbia University, Cornell University, Skidmore College and other institutions of higher education and health care, including the North Shore Health System and Kaleida Heath, to name a few.
Overall, we have approximately 600 employees statewide with three main offices: our 515 Broadway headquarters in Albany, a satellite office at One Penn Plaza in New York City, and a small office in Buffalo. In addition, staff is located throughout New York State at various construction field sites.
