PROJECT DESCRIPTION
This project includes new building construction of the NYSDOT Tompkins County Sub‐Residency Building
as well as site development and construction that includes asphalt concrete pavement, drainage, water
& sanitary sewer work. The new NYSDOT facility will consist of office space, workshop space, truck
parking and salt storage. The approximate square footage of the various structures are as follows: subresidency
maintenance building (30,000 SF), cold storage (5,000 SF), salt barn (8,200 SF), hopper
building/covered lean-to (2,500 SF).
The proposed maintenance building will have vehicle storage for 10 trucks, a loader and tow plow, with one
additional double depth mechanical bay and single depth, drive-thru truck washing bay. It also includes an
office area (three rooms), lunch/break room (30 people), toilet/shower/locker rooms, storage rooms and
mechanical/electrical rooms.
The site will also contain stockpile areas for pipe, stone and millings, and ancillary site features including a
fueling station, parking for 40 vehicles, and storm water management facilities. The project will require
construction of an access drive from Warren Road and the extension of utilities.
PROJECT LOCATION
The project is in the Town of Lansing in Tompkins County and is on property which is in the process of
being transferred from Tompkins County. The project site is adjacent to the Ithaca Tomkins Regional
Airport.
The Ithaca Tompkins Regional Airport is a public use commercial airport owned and operated by Tompkins
County. The NYSDOT Tompkins County Sub-Residency project area consists of an approximately 15.55
acre portion of Airport lands owned by Tompkins County in the Town of Lansing located on Warren Road
immediately northwest of the airport proper and its primary runway and just north of the City of Ithaca.
The Airport itself is located primarily in the Village of Lansing, however, both ends of Runway 14-32 extend
into the Town of Lansing. Tompkins County owns approximately 53 acres in total; the NYSDOT Tompkins
County Sub-Residency will be accessible via a new driveway connecting to Warren Road. The site consists
of the northern portions of two tax parcels; 44.00-1-20.1 and 44.00-1-47, located in the northwestern
quadrant of the intersection of Cherry Road and Warren Road.
The location of the current NYSDOT Tompkins County Sub-Residency is on the eastern shore of Cayuga
Lake in the City of Ithaca.
SCHEDULE
• The currently scheduled Advertisement Date is March 26, 2019
• A Pre‐Bid Meeting is tentatively scheduled for April 1, 2019 at the NYSDOT Region 3 Office
Building.
• The currently scheduled Due Date for Proposals is April 24, 2019
• There is an interim milestone completion date of December 23, 2019 by when buildings shall be
erected into their final structural configuration with exterior construction completed (buildings
shall be watertight/weather proof with all windows and doors installed).
• The project completion date shall be no later than July 1, 2020.
• There are schedule incentive and disincentives (I/D) provisions.

BID CONDITIONS
• Best Value Project ‐ The project will utilize the Design‐Bid‐Build Best Value (DBB‐BV)
procurement method.
• PLA – The use of a Project Labor Agreement (PLA) is being considered for this project.
• Specialty Subcontractors ‐ The bidder shall submit, with its bid, a separate sealed list that names
each subcontractor that the bidder will use to perform work on the contract, and the agreedupon
amount to be paid to each subcontractor for (1) plumbing and gas fitting; (2) heating,
ventilating and air conditioning; and (3) electrical work.
• Funding/Goals ‐ This project is not federally funded. 10% MBE and 15% WBE goals will apply.
• Access to Property ‐ All property acquisitions denoted in the plans will be available for the
Contractor’s use by the award of the contract.
• Priority Award – Prior to letting, Bidders shall have: a current CCA‐2 New York State Vendor
Responsibility Questionnaire For‐Profit Construction on file with the Department;
Active Corporation Status with the New York State Department of State (NYSDOS);
completed solicitation of M/WBEs; an active EBO account (NYSDOT’s Civil Rights Reporting
software) as well as for all subcontractors. After letting. With the bid submission, proposed M/
WBE utilization is to be submitted. Post‐letting, the bidder shall return the executed contract
agreement, bonds, and proof of required insurances to the Department within five (5) business
days.
