DASNY Structure

The Board of the Dormitory Authority sets Authority policies, approves each financing, and monitors adherence to Authority guidelines. An Executive Director, appointed by the Board, manages the daily operations of the agency.

Nearly 640 professionals staff the Dormitory Authority, ensuring projects are financed and constructed properly, and that the value of the financings' underlying assets are carefully managed and preserved.

The Office of Executive Direction

Coordination and management of the daily activities of the Authority is the responsibility of the Office of Executive Direction. In her role as chief executive officer of the Authority, the Executive Director guides and directs the functions of the Authority's six offices, which are described below. A Deputy Executive Director assists the Executive Director and performs the duties of the Executive Director during her absence. Under the leadership of the Executive Director, all offices of the Authority examined their procedures and operations during the fiscal year to improve efficiency and effectiveness in delivering services to customers.

The Office of Construction

The largest office of the Authority, with 380 staff, this Office offers a wide range of design and construction services that are custom-fit to meet individual clients' needs.

Generally, project staff act as a customer's agent or owner's representative, reviewing needs, developing budgets, assisting in the selection of design professionals, preparing schedules, securing bids, holding contracts, and generally overseeing the construction process to assure projects are efficiently well-built.

The Office of Counsel

The Counsel's Office provides legal services to all offices of the Authority, is responsible for litigation and contract matters, and represents the Authority on all bond issuances.

The Office of Finance

This Office is responsible for the Authority's accounting and treasury functions, including investment of funds, financial reporting, accounts payable, accounts receivable, debt service administration, payroll, budgeting and funds management. In addition, the Office participates in the bond issuance process. The Office of Finance includes the Authority's Information Services Unit, which develops, implements and maintains the computer hardware, software and telecommunications infrastructure for the Authority's offices and construction field sites.

The Office of Porfolio Management

This Office monitors the financial and operating performance of health care, higher education and other non-profit clients for whom the Authority has provided financing, and reviews compliance by these clients with the requirements contained in the financing documents. It also manages the Authority's response to loan or covenant violations and implements financial work-out plans. The Office analyzes industry trends and provides support to the Office of Public Finance in connection with the preparation of financial feasibility analyses for proposed client financing.

The Office of Public Finance

This Office is the focal point for Authority financings. The Office raises money in the capital markets for Authority customers by determining the feasibility and structure of financings and overseeing issuance to assure the lowest cost of capitol to Authority customers.
