Paul T. Williams, Jr.
Paul T. Williams, Jr. Executive Director is the chief administrative and operating officer, who coordinates and manages the daily activities of the Dormitory Authoritys four divisions. Mr. Williams was appointed by the Board on June 25, 2008. He previously served as senior counsel at the law firm Nixon Peabody LLP. He was formerly President at Toussaint Capital Partners LLC, was a partner at Bryan Cave LLP, and was a founding partner of Williams & Harris LLP (formerly Wood, Williams, Rafalsky & Harris LLP). Mr. Williams is a graduate of Phillips Exeter Academy, Yale University, and Columbia University School of Law.

Michael T. Corrigan
Michael T. Corrigan is the Deputy Executive Director, and assists the Executive Director in the administration and operation of the Authority. He was appointed by the Board of the Authority in July 2003. Mr. Corrigan came to the Authority in 1995 as Budget Director, and was Deputy Chief Financial Officer from April 2000 to July 2003. He had served for nearly 10 years as Budget Director for Rensselaer County. Immediately before coming to the Authority, he served as the appointed Rensselaer County Executive for a short period. Mr. Corrigan holds a bachelor's degree in economics from the State University of New York at Plattsburgh and a master's degree in business administration from the University of Massachusetts.

Jeffrey M. Pohl
Jeffrey M. Pohl is General Counsel to the Dormitory Authority. Mr. Pohl is responsible for all legal services, including litigation, contract matters, and the legal aspects of all Authority financings. He is a member of the New York State Bar, and most recently served as a counsel in the public finance group of a large New York law firm. Mr. Pohl previously served in various capacities with the Office of the State Comptroller and the NYS Senate. He holds a Bachelor's Degree from Franklin and Marshall College and a Juris Doctor degree from Albany Law School.

Paul W. Kutey
Paul W. Kutey is the Chief Financial Officer of the Authority. Mr. Kutey oversees and directs the activities of the Office of Finance and Information Services. He is responsible for supervising the Authority’s investment program, accounting functions, operation, maintenance and development of computer hardware, software and communications infrastructure; as well as the development and implementation of financial policies, financial management systems and internal controls for financial reporting. Previously, Mr. Kutey was Senior Vice President of Finance and Operations for AYCO Company, L.P., a Goldman Sachs Company, where his responsibilities included finance, operations and facilities management. Prior to joining AYCO Company, he served as Corporate Controller and Acting Chief Financial Officer for First Albany Companies, Inc. From 1982 until 2001, Mr. Kutey held increasingly responsible positions with PricewaterhouseCoopers, LLP, becoming Partner in 1993. He is a Certified Public Accountant and holds a Bachelor of Business Administration degree from Siena College.

Stephen D. Curro, P. E.
Stephen D. Curro, P. E. is the Managing Director of Construction. In that capacity, he is responsible for the Authority’s construction groups, including design, project management, purchasing, contract administration, interior design, and engineering and other technology services. Mr. Curro joined the Authority in 2001 as Director of Technical Services, and most recently served as Director of Construction Support Services. He is a registered Professional Engineer in New York and Rhode Island and has worked in the construction industry for over 20 years as a consulting structural engineer and a technology solutions provider. Mr. Curro is also an Adjunct Professor at Hudson Valley Community College and Bryant & Stratton College. He holds a Bachelor of Science in Civil Engineering from the University of Rhode Island, a Master of Engineering in Structural Engineering from Rensselaer Polytechnic Institute and a Master of Business Administration from Rensselaer Polytechnic Institute’s Lally School of Management.

Portia Lee
Portia Lee - Managing Director of Public Finance and Portfolio Monitoring - is responsible for supervising and directing Authority bond issuance in the capital markets, through financial feasibility analysis and financing structure determination for Authority clients; as well as implementing and overseeing financing programs, including interest-rate exchange and similar agreements. The Office of Public Finance also administers the Tax-Exempt Equipment Leasing Program (TELP), which provides tax-exempt interest rates on equipment leases to Authority clients. In addition, Ms. Lee supervises and directs the monitoring of the financial and operating condition of health care, higher education and other non-profit clients for whom the Authority has provided financing. In addition to monitoring compliance by these clients with the requirements of their financing documents, she also directs the Authority’s response to loan or covenant violations and implements financial work-out plans. Ms. Lee previously served as Senior Investment Officer at the New York State Comptroller’s Office where she was responsible for assisting in the administration of the long-term fixed income portfolio of the New York State Common Retirement Fund, as well as the short-term portfolio, and the Securities Lending Program. From 1995 to 2005, Ms. Lee worked at Moody’s Investors Service where she most recently served as Vice President and Senior Credit Officer in the Public Finance Housing Group. In addition, Ms. Lee has extensive public service experience working for over 10 years in various positions in the Governor’s Office, NYS Department of Social Services, as well as the New York State Assembly. She holds a bachelor’s degree from the State University of New York at Albany.

Carra Wallace
Carra Wallace is the Managing Director of the Office of Executive Initiatives (OEI). Ms. Wallace is responsible for strategic efforts in developing programs, maximizing the utilization of Minority and Women Owned Businesses, and communicating with DASNY’s clients, the public and governmental officials. The Office of Executive Initiatives consists of the Authority’s Communications and Marketing, Opportunity Programs Group, Environmental Initiatives, Client Outreach, Training, Executive Projects, and Legislative Affairs units. Ms. Wallace comes to the Dormitory Authority with more than 20 years of senior leadership experience in diverse private sector businesses and civic organizations. Most recently she served as Executive Vice President at Telwares, a major telecommunications service firm. Prior to her service at Telwares, Carra served as Executive Vice President of External Affairs at the NYC Leadership Academy, Mayor Michael Bloomberg’s centerpiece of the Children First public school reform effort. Ms. Wallace is a graduate of the Pepperdine University Graziadio School of Business and Management.
